Albeit each 8x8 block can only have 3 colors, each block can be assigned to one of 8 color sets, hence 8x3=24 colors (25 if you include the black background)

Then, instead of a limit of 3 colors per 8x8 cell, you would still be limited to 3 colors per 8x1 scan line in each cell...
