Is there a gap at $F000?

Here's a snippet from the memory map:
$E000 - Persistent RAM (4 KB)
$FE00 - Sprite Registers (256 B)
Persistent RAM should end at $F000, which would leave an empty space until $FE00
Is this free RAM?
