LowRes NX v0.13 for Mac and Windows

This release finally includes the changes from the already published version for iOS.

• Added audio filter with lower volume
• Hides mouse in fullscreen if not required
• Added MCELL commands and functions
• BUTTON function: made n parameter optional to check both buttons
• Most BG commands wrap their co-ordinates now
• Sound Composer: Added edit menus and new speed command
• LowRes Galaxy 2: Added music

I got some inspiration from the PICO-8 website :O
Anyway, I didn’t want to adapt the design of the manual to the website anymore, so I put it as a link.

I’ve also noticed that community activity is picking up... I’m sure the EZ upload/download has helped... I look forward to more growth.. having others here makes it more fun :)
