This game is for a jam called the dive jam.

You mean the mask BG? You'll have to create characters for it. One complete opaque, and some with the shape of the light. Then I would create a 32x32-cell BG in the BG Designer which fills everything with the opaque character, except of the part for the light. Then you put this BG on top of the current one and you scroll it, so the light is on top of the diver. Important: To make a BG cover sprites, their cells must be drawn with the "priority" attribute (can be done in the BG Designer).
