My iPhone offloads app data when it gets too full and should load it back when i want to use it, but it isnt. How do i get it to load it back?

By default iCloud only downloads when connected to Wifi. You can change this in Settings, but it’s hard to find and I don’t remember now where it was...

Yeah I’ve been having the same problem with other apps and couldn’t find that option either

Ok, in iOS 12 it's here:
Settings > Cellular > iCloud Drive
