So I decided to give Lowres NX a try on PC, but I was wondering if anybody could tell me how to create a new program because the Lowres NX application requires a program to run, but is there an editing mode or do I use a word processor or something?

I'm confused LOL

On Windows you need to create a plaintext file with the extension .nx, then drag it onto the LowRes NX application window.

You can edit the file in any text editor that supports plaintext.

I think I remember to write about this in the manual ;)
Chapter "Getting started"

@nathanielbabiak How do you do that?

Alternatively you can goto windows setting and edit file extension's and associate .NX extension with lowresNX

Windows notepad (the included application) works fine, or you can try one of these:

How do you convert notepad files to .NX files

The thing you're referring to when you write ".NX file" is called a file extension. The letters NX to the right of the dot are the "extension" of the file's name.
